The Foundation for Municipal Development (KAKS)

The Foundation for Municipal Development is an independent non-profit foundation dedicated to strengthening Finland’s municipalities and regions. Since 1990, we have supported research, innovation, open dialogue and knowledge-based local decision-making.

What We Do

Funding Research & Development
We provide grants for research and development projects as well as scholarships for students and researchers at all career stages. Funding is awarded twice a year, in June and December.

Our Own Research & Education
In addition to funding external projects, we carry out our own research initiatives and organize seminars focusing on society, governance, and the municipal sector.

Publications & Public Discussion
We publish Polemiikki, the most widely read municipal-sector magazine in Finland, and maintain three publication series:

  • Polemia – commentary and discussion on current social issues
  • Tutkimusjulkaisut – research publications
  • Julkaisut – studies and viewpoints

Through our magazine, books, and digital channels, we share timely municipal knowledge and encourage open exchange of ideas.

Governance

Our activities are financed through investment returns. The foundation is led by a sixteen-member executive committee that convenes approximately five times a year and is supported by a scientific advisory board.
